Ukraine is developing a domestic long-range missile arsenal, including the Hrim-2 ballistic system and Palianytsia rocket-drones, to strike targets inside Russia without Western restrictions. By manufacturing its own weaponry, Kyiv bypasses diplomatic "leashes," creating a sovereign strategic deterrent capable of reaching deep into Russian territory.

Ukraine's own missiles represent a shift from reliance on Western donations to military sovereignty, allowing Kyiv to strike strategic targets at ranges exceeding 1,000 kilometres without seeking foreign permission. In the autumn of 1956, the United States watched Soviet armour roll through Budapest and declined to act because the Hungarians were fighting with whatever they could find. The weapons were not there, and permission would not have mattered.

Ukraine in 2022 faced a variant of the same structural trap: not an absence of arms, but arms delivered with the targeting rights retained by the donor. A country that cannot manufacture its own long-range strike capability must ask permission for every sortie. This arrangement is now ending through technology licensing rather than simple supply.

The UK and France have moved to share Storm Shadow and SCALP blueprints for domestic production. The shift is significant because usage decisions migrate with the production line. When the leash is transferred to Ukraine's own hands, the political calculus of escalation changes entirely.

First Use: The Palianytsia and the Cost Calculus of Rocket-Drones

The Palianytsia rocket-drone entered confirmed combat use on 24 August 2024. While the timing on Ukrainian Independence Day was symbolic, the cost architecture is more interesting. At a unit cost below one million dollars, the system is designed to be cheap enough that Russia cannot afford to intercept every one.

A single S-400 interceptor missile costs several times what the Palianytsia costs to build. Ukraine is trying to exhaust Russian air defence by forcing an asymmetric cost ratio. This logic extends to the sea with the Ruta rocket-drone, revealed in 2025 to extend the cordon beyond 250 kilometres.

A missile your own bureau designed, your own factory built, and your own doctrine governs is something structurally different.

The Ballistic Line: Building Ukraine's Own Missiles Like Hrim-2

On 27 August 2024, Volodymyr Zelenskyy confirmed a successful domestic test of the Hrim-2, also designated Sapsan. The technical details remain sparse, but its lineage is clear. Developed by KB Pivdenne, it is a successor to the Soviet-era Tochka-U, drawing on the same industrial cluster that once produced ICBMs.

This lineage ensures that the engineers and metallurgical supply chains are already in place. A missile your own factory builds is a sovereign instrument rather than a diplomatic one. The ownership of the output is what transforms inherited engineering into a strategic tool.

Dispersal infrastructure reinforces this posture. Ukraine's 17 military air bases provide the distributed facilities needed to complicate an adversary's suppression calculus. Spreading capability across 17 sites is a defensive posture the Soviets understood and Ukraine has now inherited.

Neptune's Second Life: From Black Sea to Continental Range

The R-360 Neptune began as a coastal weapon designed to sink ships in shallow water. The Long Neptune modification changed this, extending the range to 1,000 km against ground targets. By modifying its own systems, Kyiv creates a weapon that the donor ledger does not cover and cannot veto.

In June 2026, Ukraine signed a cooperation agreement with the European consortium MBDA. This partnership aims to develop the Neptune-2, integrating European precision engineering and stealth into the Ukrainian airframe. The relationship replicates the blueprint transfer logic but within a co-development framework.

The airframe geometry of the first Neptune-2 test flight will reveal more than any joint press release. Until then, the mechanism of its stealth characteristics remains publicly unverified. It represents the next step in moving technology from West to East.

Flamingo at Three Thousand Kilometres: Strategic Claims

Fire Point's FP-5 Flamingo carries a 1,150-kilogram warhead and a claimed range of 3,000 kilometres. At that distance, the missile would reach Moscow and place the Urals within the targeting radius. A tripling of standard cruise missile range requires a specific account of engine endurance that has not yet been verified.

Fire Point has announced a production target of 210 units per month, a figure that exceeds many established Western programmes. To a procurement ministry in Kyiv, this is deterrence; to a planner in Moscow, it is a threat inventory. To an analyst, it remains a "claimed" capability until proven in the field.

The collaboration with Germany's Diehl Defense suggests Western component access, though this remains unconfirmed. Typical cruise missile envelopes sit well below the Flamingo's ceiling. The success of such a programme under wartime conditions would be an unprecedented industrial feat.

Kamchatka Is Already Counting: The One Marker Worth Watching

Russia has installed anti-drone barriers at the Vilyuchinsk submarine base on the Kamchatka Peninsula, 7,200 kilometres from Ukraine. Strategic planners do not spend money on the far side of a continent to counter weapons they regard as fictional. A missile programme is credible the day its adversary allocates defensive resources in response at scale.

While Western analysts weight range claims cautiously, the Russian Ministry of Defence has apparently weighted them differently. Documented strike operations at ranges above 1,000 kilometres are the only metrics that matter. If these operations materialise, the Vilyuchinsk barriers will look prescient.

The coming year will serve as the true test for the development of Ukraine's own missiles. If confirmed hits at continental distances occur, the strategic balance will have fundamentally shifted. If they do not, Russia simply spent money on a precaution while Ukraine spent its credibility on a press release.
