A Cartographer's Bargain from 1569 Comes to New York
The UN world map vote this week is a reckoning with a sailor's bargain from 1569. Gerardus Mercator published his projection to solve a navigator's problem: any straight line drawn across his chart followed a constant compass bearing — a rhumb line — and that single property made it the most useful navigating instrument of its age. It was a tool, precise in its purpose, and entirely indifferent to the question of whether Greenland ought to appear the same size as Africa.
The tool outlived its context. By the twentieth century the Mercator projection had migrated from the ship's chart room into the school atlas, the conference room backdrop, the news broadcast. The navigational rationale that justified its distortions — which grow severe toward the poles, compressing the tropics and inflating the north — was largely forgotten, leaving behind only the habit.
Africa is in fact fourteen times larger than Greenland. Standard Mercator maps have spent roughly five centuries not showing it.
On September 4, 2026, the United Nations General Assembly votes on a resolution to change that. Nearly five hundred years is a long tenure for a cartographic convention, long enough to feel like natural law rather than a sixteenth-century sailor's bargain.
Orders that feel permanent have a way of persisting, and they also have a way of not persisting — sometimes within the same decade. The historian's reflex is to note both possibilities simultaneously, which is another way of saying: the weight of this object is real, and so is the question of whether a General Assembly resolution can actually lift it.
The Arithmetic of the Distortion
Africa is 30.37 million square kilometres. Greenland is 2.16 million. The ratio is fourteen to one.
On a standard Mercator map, the two appear roughly equal in size. That single comparison carries most of the political weight behind this week's vote, and it should be stated plainly before the technical argument begins.
The distortion is not a conspiracy. It is a mathematical consequence of projecting a sphere onto a flat plane. Mercator's method preserves angles, which is why a navigator's compass bearing drawn as a straight line remains true across the chart.
The price of that angular fidelity is area: landmasses near the poles inflate, and landmasses near the equator do not. Greenland sits at roughly 72 degrees north. Africa straddles the equator. The projection punishes the second and rewards the first, without malice, by design.
The political complaint follows from the psychological one. Generations of schoolchildren in every hemisphere absorbed a mental map in which the Northern Hemisphere occupied the dominant visual mass. Whether that image shaped policy or merely decorated it is a harder question than the African Union's advocates tend to allow.
The causation runs in both directions, and measuring either vector is close to impossible. What is measurable — a fourteen-to-one ratio rendered as parity — is not in dispute. No cartographer with a current atlas will contest the numbers.
The Mercator projection solved a real navigational problem and, in solving it, embedded a visual hierarchy that lasted nearly five centuries. The complaint is not that Mercator lied. The complaint is that a sailor's tool became a classroom's worldview, and the classroom never noticed the difference.
Togo, Fifty-Five Votes, and the Question of Who Sets the Standard
The resolution before the General Assembly was formally introduced by Togo. Foreign Minister Robert Dussey has been careful about his framing: this is, he insists, "not a political, but a scientific initiative, to restore geographical justice and dignity." The distinction is doing considerable work.
Call a thing science and you sidestep the argument; call it justice and you have already named the grievance.
Behind Togo stands the African Union, 55 member states, which formally endorsed the campaign in August 2025. That number is not incidental: the AU's bloc gives the resolution the coalition arithmetic it needs to pass a General Assembly vote without requiring P5 consensus. The resolution is non-binding, so the Security Council is not the arena.
The diplomatic groundwork was careful and patient, and it shows. The petition base came earlier, through the #CorrectTheMap advocacy movement, which built international pressure before any diplomat filed a draft. The sequence matters: civil society first, regional institution second, formal UN sponsorship third.
That is how a norm moves from the margin to the floor.
The Guardian has called this a step toward cartographic decolonisation. The resolution's sponsors have not written that phrase into the text — Dussey's language stays clinical, scientific — but they have not pushed back against the framing either.
The gap between the official register and the interpretive frame is the structural story here. What is actually being contested is not a projection formula — it is the question of which bloc of states gets to decide what the world looks like on a classroom wall. For five centuries the answer was settled by default. The vote tests whether default and permanent mean the same thing.
The Load-Bearing Wall and the Decorative Moulding
Here is the distinction the resolution's critics reach for, and they are not wrong to reach for it. The Mercator projection preserves the rhumb line: any straight line drawn across it traces a path of constant true bearing. That property is genuine, load-bearing, and the resolution does not touch it.
International maritime navigation organisations are legitimately unmoved by what happens in the General Assembly chamber, and their indifference is not obstruction — it is accuracy.
The classroom wall is a different structure entirely. Mercator migrated from the chart table to the schoolroom ceiling for reasons of institutional inertia, not navigational necessity. A child learning the relative weight of continents has no use for constant true bearing.
What she receives instead is Greenland rendered at the scale of Africa, and a mental map calibrated accordingly for the rest of her life.
The proposed replacement is the Equal Earth projection, developed in 2018. Its designers built it with one specific failure in mind: the Gall-Peters projection of the 1970s, which corrected area at the cost of shape, producing continents that looked stretched and unconvincing. Gall-Peters lost partly on aesthetics — Equal Earth was the answer to that loss: equal area, visually stable, without the elongation that made classrooms reject its predecessor.
That is the load-bearing wall. Mercator holds up navigation. Everything else is moulding — pull it from the schoolroom and nothing structural falls. The resolution, whatever its limits, has correctly identified which is which.
What the UN World Map Vote Can and Cannot Move
The General Assembly will almost certainly pass this resolution. Bloc arithmetic makes the outcome predictable: 55 African Union votes, plus the broader G77 alignment, produce majorities that procedural resistance cannot easily overcome. Voting intentions among the P5 have not been publicly declared. A contested debate is still possible. A defeat is not.
What passes, however, carries no enforcement mechanism. The resolution sets a standard — a signal to schools and international organisations — not a legal obligation.
Compare the Gall-Peters push of the 1970s: that campaign generated genuine intellectual heat, earned classroom adoptions in scattered school districts across Northern Europe and the United States, and then dissolved into the ordinary inertia of procurement cycles and ministry indifference. The Mercator map it meant to displace is still on most walls. The lesson is not that symbolic resolutions accomplish nothing; it is that the implementation gap is where they typically die.
UN Geospatial published a preliminary Equal Earth version — v4651 r4 — in July 2026, ahead of the vote. That is the more consequential signal: institutional preparation, not declaratory language. The watch-marker here is not the resolution's passage but the rate at which UN agencies, national education ministries, and textbook publishers convert their own materials.
Resolutions announce directions. Procurement schedules are where directions either become roads or remain signs pointing at fields.
The One Marker Worth Watching After the Vote
The vote will pass. That much is arithmetic: fifty-five African Union members, a sympathetic bloc across the Global South, and a General Assembly map resolution explicitly framed as scientific rather than political. What the vote cannot settle is the question that actually matters, and it sits with a private company in Mountain View, California.
Google Maps serves more screens daily than any printed atlas in human history. If its default projection does not shift within a verifiable window after the resolution's adoption, the UN text joins the long file of aspirational documents that education ministries acknowledge and then quietly archive. The implementation timeline for UN-affiliated agencies to replace physical maps is, as of today, unspecified. That gap is not a footnote.
